I am not sure what map you are referring to? Several of our maps do show hydric soils on the site, but none of them show any "regulated wetlands or woodlands" on the site. I am also not aware of any previous/old maps that showed those designations on the site.
The schools would need to hire a qualified wetlands consultant to delineate the wetland boundaries (if any) and hopefully receive concurrence from the Michigan Department of Environmental Quality (MDEQ). Bona-fide farming operations are exempt from wetlands permitting under federal and state law, but other activities in a regulated wetland require a permit from the MDEQ.
You are correct that the schools are exempt form local site plan review, but I believe they must receive approval from the State Board of Education.
